It was developed by project and programme management practitioners at Bestoutcome and is now in its fourth release. It supports business change projects, traditional IT projects that use a waterfall life-cycle and is also extensively used to manage agile projects. PM3 is different in that it supports (but is not limited to) outcome-driven planning, i.e. you plan from the end goal backwards and divide the project into workstreams or themes that are important for that particular project.

It is extensively used by non-IT practitioners as it is structured around ‘how project managers do their job’.
